Rule 31
Special arrangement

where names can be included (1) Regardless of what is written elsewhere in this regulation, after the procedure including the period for submitting an application to correct the name or details in accordance with section 15 of the Act, after the publication of the final voter list, the name of the person who has acquired citizenship has been determined by the Commission in accordance with section 23 of the Act for the purpose of inclusion in the voter list. Within the period, such a person should attach the certificate of citizenship obtained by him and submit an application to the chief name registration officer in the format as per schedule-5 to include his name in the electoral roll.
(2) The person applying to include the name in the voter list as per sub-rule (1) has received the certificate of citizenship within the period determined by the Commission after the completion of the procedure including the period for submitting the application to correct the name or details in accordance with section 15 of the Act and such person in accordance with the Act If it is found appropriate to check whether the voter is qualified or not, the name of such a person should be included in the voter list.
(3) The voter list prepared by including the name according to this rule should be done with the notice.
(4) According to sub-rule (3) on the voter list published in accordance with this regulation, the process of objection should be completed.
(5) In accordance with sub-rule (3), when publishing the voter list, a bond must be prepared in the format as per Schedule-4.
